You should use sudo dnf update kernel but that will install only Fedora community supported kernels, you can look for compile kernel on testing stage at https://koji.fedoraproject.org/ if you want to build your own kernel you need to follow this https://fedoraproject.org/wiki/Building_a_custom_kernel
