Fedora developers follow the Fedora's update policy. Major versions of GNOME are not pushed as updates but the kernel is treated in a special way and stays quite close to the upstream versions.

Note that Debian is far more conservative than Fedora in updates and backports specific fixes instead of pushing new versions into updates and even in a brand new release tends to older software. So calling that Debian-ish is misleading.
