Take a look here to see which is the most recent kernel available in your system.

The command rpm -qa | grep kernel will show you which kernels are installed.

And dnf list kernel --showduplicates shows you both installed and available kernels in Fedora repos.

You should use sudo dnf update kernel but that will install only Fedora community supported kernels, you can look for compile kernel on testing stage at https://koji.fedoraproject.org/ if you want to build your own kernel you need to follow this https://fedoraproject.org/wiki/Buildingacustom_kernel
