Cannot lock screen as second user

I added a second user to my system but this user is not able to lock the screen. The padlock is not present on the drop-down menu in the notification area and the hotkey does not work either. Visiting settings->privacy->screen lock all options are greyed out.

For the first user all is fine, they can lock the screen with any of these methods. Is there something obvious I'm missing as to why an additional user is not allowed to lock the screen?

I tried to find a way to do it by commandline and found a dbus cmd but I think gnome screensaver is deprecated now:

dbus-send --type=method_call --dest=org.gnome.ScreenSaver org/gnome/ScreenSaver org.gnome.ScreenSaver.Lock

When I run that cmd I see this in the system logs from gnome-shell:

Screen lock is locked down, not locking

After some digging on that log message I found an answer here(archilinux.org)

Somehow a dconf setting disabling screen lock for this user had been set, I can't now workout when/how this happened but the fix was to install dconf-editor and reset it to default.

dnf install dconf-editor

Run it and navigate to org.gnome.desktop.lockdown.disable-lock-screen and set back to default value (false).
