Packages are cached to:

/var/cache/dnf/

But are removed after successful transaction. To keep cache packages there (will require manual maintenance/cleaning) you can specify:

keepcache=True

In your /etc/dnf/dnf.conf. From man 5 dnf.conf:

Keeps downloaded packages in the cache when set to True. Even if it is set to False and packages have not been installed they will still persist until next successful transaction. The default is False.
