PKPASS files are actually .ZIP files that contain logo images, pass formatting information, and a digital signature. If you want to view the contents of a PKPASS file using windows/linux etc , you can rename the ".pkpass" extension to ".zip" then use a Zip program to extract the files.

ZIP programs are available in all type of operating systems (pkzip , 7 zip , winzip , Ark , xarchiver , file roller etc etc )

It may contain a pass provided by a vendor (e.g., Starbucks, Delta Air Lines, etc.)

NOTE: An Android app called PassWallet and an Apple iOS 6 and higher app called Passbook can also open and manage PKPASS files.

It's a proprietary apple format. Open it on your android phone with passwallet.
