Something happened about a month ago to my Fedora 27 laptop. It had been working quite well for the six months or so proceeding that.

At that time, it apparently failed to boot up. Messing around in "Rescue mode" (fsck mostly) eventually made it healthy enough to boot up to console (text) mode. I issued systemctl enable gdm (and have several times since) but gdm does not start up on boot. Lately, I log in then run the command systemctl start gdm under root to get gnome running. Clumsy, but the system appears to otherwise be healthy. Now systemctl status gdm shows

● gdm.service - GNOME Display Manager
Loaded: loaded (/usr/lib/systemd/system/gdm.service; enabled; vendor preset: disabled)
Active: active (running) since Wed 2018-08-08 03:03:40 PDT; 1 day 10h ago
 Main PID: 1485 (gdm)
    Tasks: 3 (limit: 4915)
   CGroup: /system.slice/gdm.service
           └─1485 /usr/sbin/gdm

I expect that the vendor preset: disabled reveals the proximate cause. If so, how to change it?

Show the output of systemctl get-default.

systemctl get-default says multi-user.target

vendor preset: disabled is just the default state at install time and has no effect later.

Based on your comment you are set up to not start gdm. In the old days that was called run-level 3

run:

systemctl set-default graphical.target

graphical.target means start gdm or some other display manager.

Excellent! That fixes it.
