I used the latest 32 bit image for rpi3 (Fedora-Minimal-armhfp-28-1.1-sda.raw.xz). During uboot I get screen output. Then Fedora 28 starts. Screen blanks. Then the 4 tuxes show on the screen. A moment later they go from yellow to blue (nice touch ;-) ). Some time after that the screen blanks and never comes back. Using DietPI all is well, but I like Fedora. I do not use an SD card but a USB disk after I changed the RPI3 to boot from USB. I used arm-image-installer to install the image onto the disk.

Any troubleshoot pointers would be great!

I'm having the same issue with using an sdcard. I couldn't help but notice the image, after the xzcat method of putting it to the sdcard and mounting things, didn't have any partitions other the /boot and /boot/efi and a swap device. No root filesystem. This occurred with the arm-fedora-installer method as well. In both instances, I am using the Fedora-Server-28-1.1.aarch64.raw.xz image.

On aarch64, you can try sudo su - from your account and then create a password for root with passwd
