Why isn't there a Couchdb 2.x package available?

It has been almost two years since Apache CouchDB 2 was released and (as of Fedora 28) we are still looking at a 1.x version. Is there a status page or a wiki discussion that explains the status?

There's a COPR:

sudo dnf copr enable adrienverge/couchdb

sudo dnf install couchdb

Why Is not the latest one available in Fedora repos ??? it upto the maintainer of the CouchDB fedora package
