Fedora 29 doesn't shut all the way down

Using Fedora 29 cinnamon, when I want to shut down I see the words "powering off," the screen goes blank, but I can still hear something running almost like its in suspend mode. I have to hold the power switch down and then I hear all processes stop. I tried taking the battery out of my laptop to see if that was part of the problem there was not any change. So I tried suspend and the results were identical to shut down. The computer won't come back on if in suspend mode. Open a terminal, and as root enter:

shutdown -h now
edit flag offensive delete link more

I just tried that and ended up with the same results had to still use the power switch (the physical one) to finish powering off. Thanks for the suggestion.

Upgrade everything and then try again. A hardware list won't hurt either.
