I have downloaded DConf editor and managed to set the icon size for nautilus but I don't know which setting to tweak to change the activity bar size.

The icon size of Nautilus is controlled by its menu, definitively it's not needed to mess around with dconf. About the dock, for instance the extension "Dash to dock" offers what you're looking for.

Found out that the preferred panel resizes the icons based on how many they are.

The file manager defaults to Dolphin in KDE, but if you use Nautilus, there are additional things to install. I test....nautilus...but it's a make a trouble in Fedora29S KDE me...! Perhaps Nautilus does not seem to fit in Fedora29. Sometimes I see symptoms that are not suitable for KDE since I installed related packages. It's show me....Lower bar......."Sorry-Plasma"
