dnf - No match for argument: golang?

After updating Fedora 29 last night, dnf can't seem to find any of the golang packages. This holds true for the 29 packages as well as older ones (I'm looking to install the f28 packages because my projects are locked on go1.10).

$ sudo dnf install golang golang-bin golang-race --releasever 28
...
No match for argument: golang
No match for argument: golang-bin
No match for argument: golang-race
Error: Unable to find a match

This error occurred because I had excluded golang in my dnf configuration. In my use case, I was trying to peg the golang packages to v1.10 due to my project requirements.
