I think that is why they invent ssh and sftp so use sftp instead. if you want to modify files as root. In any case you should use ssh and sudo to edit files with nano or vim.

One question: are you starting the ftp program as root, or are you trying to log in as root?

@aeperezt Thanks, I am new to Terminal and it's not easy to me to manage files through the SSH.

@sideburns Thanks, I have the root password, I installed the Fedora Server 29 not the hosting company, I have full access to Fedora, so can I now access my files through FTP software as root?

Even if root logins were permitted, you'd have to know that server's root password to do it. You need to log in using the username and password for your account on that machine.

Assuming you've got ftp configured to allow root logons, yes. (I don't know, off hand, if that's configurable.) Just remember that you've got to use the server's root password, not your home machines. Give it a try and let us know if it works.
