F29 dnf Error: Failed to synchronize ... 'fedora-modular'

More completely: Error: Failed to synchronize cache for repo 'fedora-modular'

I get this for any dnf command I try, for example, "dnf upgrade --refresh" or "dnf list"

This is on a fresh installation of F29 server iso. I guess I didn't select enough options, since all I get is level 3. I was not offered any choices of graphics.

Servers typically do not use a graphics card, but they also use specific issues that require virtualization or graphics services, such as building a high-availability GUI or imaging for research purposes.

A server install is typically without graphical interface by design. You can install one if you wish.

Maybe a silly question but are you sure you are connected to the Internet? I assume you're not posting this from said server installation.
