Is adding codecs from rpm fusion legal?

Hi, I understand that Fedora does not ship restricted codecs, one of them being mp3, but it is fairly easy to add them adding the rmp fusion repos. I live outside the United States and the EU, is it legal to use the codecs from rpm fusion?

That would depend on the country.Who knows, maybe you live in a country where MP3s are illegal :-)

I don't care about restricted codecs, it is nothing more than a mere convenience. I am perfectly happy with ogg and webm. However it would be nice to be able to play all formats without restrictions. But that is not Fedora's fault.

I think there is no simple yes/no answer for that question.

Fedora ships only software that is free to use and free to reshare (think of patents/trademarks and other ip protection here).

As of specifically mp3 - the licence is a bit tricky, because you are expected (as far as I remember) to pay a licencing fee if you make certain amount of money from it. So, in your case it is most likely that it is legal to download mp3 software for your personal use, but if you happen to build and ship a distro with it, you may be breaking law.

The rule of a thumb is that Fedora software is considered to be safe to remix and reshare. RPMFusion software may impose additional limitations on you (that's why it is not a part of official fedora repo).

No. RPM Fusion only distributes packages which can be legally re-distributed.
