For an overview of changes in the recent GNOME release, you can consult the release notes.

These include some newly designed apps, e.g. Weather and Evince, as well as support for some multitouch features on touchscreen devices.

I am having F20 - GNOME 3.12. So should I move to GNOME 3.14? and How to do that?

I tried Fedora21, but it gave me some issues. So decided to stay with F20 for another 2-3 months.
