I'm considering buying a new notebook, and I was wondering if there is a way to copy my present OS from my old HDD to a new partition on the new HDD.

You can use dd

To clone a partition:

dd if=/dev/sda1 of=/dev/sdb1 bs=512 conv=noerror,sync

To clone entire disk

dd if=/dev/sdX of=/dev/sdY bs=512 conv=noerror,sync

This link has more information about how to clone a disk it is pretty complete and well documented

Would it be possible for him to speed up the transfer by changing the bs parameter to bs=2M?

Yes it will be possible but it works better if you know the read and write speed of your drives that way you can set up bs accordantly

If he is using LVM2, dd may be a problem though. Better to use the lvm2 tools in that case.

You could use gparted to copy and paste the partitions to the new harddrive.
