NetworkManager allows Hotspot creation through the GUI. This would be sharing ethernet over wifi. How is the reverse done? How to share wifi over ethernet?

NIC teaming/bonding is a different thing, where two interfaces are combined to increase bandwidth or provide redundancy. I think a bridge should do what you want; try brctl addbr br0; brctl addif br0 ${wifi_interface_name};brctl addif br0 ${eth_interface_name} ... posting as a comment, because I suspect more might be needed...

Okay. So, I will try that. I was going to try forwarding ports using SSH since noipv4all was at work on Windows and Fedora ethernet. Thanks

Passing though ports via ssh is known as tunneling. Forwarding ports is done at a lower level; on Fedora, you'd want to look into the masquerade and forward-ports options for firewalld to set it up like a consumer NAT router. The bridge wouldn't do NAT, everything would be addressable on the same network.
