What does 'liveUSB creator' create?

I ran 'liveUSB creator' on an XP box, after downloading 'edora-Workstation-netinst-i386-22.iso. 'Creator' said it was successful. It created directories boot, LiveOS, and sysLinux on the flash drive.
When I (try to?) boot on another box, I get

vesamenu.c32: not a COM32R image boot: If I hit tab, I get a list "linux, check, memtest, local, returntodomain" If I type linux, it moves ahead as if to now install linux on the same flash drive ... which it states it cannot do, for lack of space. 'Check' does the same (IIRC), and 'local' boots Windows.

I was expecting that I would be running some form of linux at this point. Instead, it seems like I've just installed an installer?

You would want to download the Workstation image and write that one to a flash drive.

Welcome to ask.fedora! What you downloaded was a special installation program that downloads whatever packages are needed from the Internet, which keeps the .iso smaller and makes sure that you end up with the latest versions of everything. What you wanted was a LiveUSB, which gives you a working Fedora system on a flash drive that you can then install to your hard disk. It's possible that you made the understandable mistake of taking the smallest .iso that you could find. Look around at the Fedora project, and you should find what you need; if not, we'll be glad to point you in the right direction.

Yup, you are probably looking for Fedora workstation.
