You could do:

sudo dnf install textlive-latex-bin

But there are lots of latex related files do:

sudo dnf search latex

to see all find what works for you.

@aeperezt 's answer is technically correct, but it doesn't offer much help when trying to actually do work with latex.

Honestly, my suggestion is, that if you have the bandwidth and the disk space, just install the whole thing:

sudo dnf install texlive-scheme-full

Go grab a coffee and come back. Then go grab an other one, because installing 1000+ packages is going to take a long time.
