I am using:

sudo dnf system-upgrade download --releasever=23 --allowerasing

it stops while downloading

(879-880/2900): gnome-user-docs- 38% [======-                      ] 110Kb/s | 1.0GB 00:00 ETA

with the error:

Is there any method of skipping google-chrome? Should I uninstall google chrome and try again?

Yes, that's what I would do. (Remove chrome, and start the download process again.) --allowerasing should actually do that automatically for you. That's also why you should first try to download without the allowerasing option. If download is successful you trigger the upgrade process with sudo dnf system-upgrade reboot
