why are old software there in the repo

f21 repo has iverilog 0.9. f23 also has the same version where as upstream is at version 10. why is newer version not shipped??

Packages for Fedora are mainly created and updated by volunteers - if the package maintainer don't want to (or hasn't time for) rebuild package to a newer version, nobody else won't do it. Of course there can be another maintainer who can assist with this. If he/she wants :) There is a bug for new version, you can ping maintainer there: https://bugzilla.redhat.com/show_bug....
