I'm sorry but the question and the description are not clear. What are you trying to do? What do you mean by local files? What command are you running? What is the entire output/error message? You need to provide enough info for us to understand. What you've given currently is no information.

try it:

su -c 'yum --enablerepo=updates-testing update sane-backends-libs-1.0.22-8.fc15.i686'

I have the exact same problem:

pulled down an emulator-vendor's supplied version of Fedora. The image file was obviously old. Tried to run update software, it first failed to event get the package key because of a python backend script hung (don't recall what it was). Restarted system, reran update. It found 260 updates. Shortly after clicking 'install updates' it came back with a 'transaction error' stating:

could not add package update for sane-backends-libs-1.0.22-8.fc15(x86_64)updates: sane-backends-libs-1.0.22-8.fc15.x86_64

Restart does no good. Seems like the update log file viewer is not available. (I think I'm running as root, but not certain)
