It seems that some third party software repositories haven't been updated for Fedora 23. The dnf upgrade seems to stop with these. How do I avoid such software repositories during dnf upgrade to Fedora 23?

What third-party repositories are you talking about?

You can run dnf update like this:

sudo dnf update --disablerepo=rpmfusion-free

Or you can edit the repo file on /etc/yum.repo.d/rpmfusion-free.repo and change the line enabled=1 to enabled=0 that will do it permanent
