Bluetooth on fedora 23

This is an interesting one I think, I have a Dell Studio XPS 1647 Laptop, I am typing this from a Dell Bluetooth keyboard working on Fedora 23 albeit.

555-12594 : Wireless : South Africa Dell Bluetooth 370 Card

I use the keyboard between different laptops, on this laptop, when I pair the keyboard, I need to boot into windows, pair the keyboard, reboot into Fedora 23 and then it will work seamlessly under Fedora 23 but I can not see the Bluetooth adapter under Fedora 23 or pair the keyboard without going to windows first.

KDE system settings, bluetooth reports no device found though I am using the keyboard to type this????

Please edit the question to make it more readable. Put backquotes around the shell output or select it all and click the 101010 icon.

Look in /proc/bus/input/devices and paste all the entries that look like keyboards.
