kernel 4.17 bug ridden?

fps drops, driver problems, plymouth broke in 4.17.4, cmos rtc bug in 4.17.2 fps regression in 4.17.3 and 4.17.4. Are there bug reports, or should I post them?

Update: 4.17.5, broke plymouth, and low fps still. Do i file bug on redhat or at kernel.org?

4.16.15-300.fc28.x86_64

score in any of the 17.3-5 is around 4700 or lower. Obviously nothing has changed on the hardware, so the only assumption is that kernel 4.17 is broken.
