When does Fedora get new versions of software?

When developers update their software, when do these updates become available to my Fedora installation? Does it depend on the project? I'm specifically interested in the Gnome DE and the Linux kernel - e.g. when the Gnome guys release a new version of Gnome, does it become available only in the new major version of Fedora (19, e.g.)? Or does it become available to all versions of Fedora after a few days, and people just have to execute # yum update to install it (Debian-ish)?
