You could install the Fedora /boot partition on a small usb key and still install the /root to the hdd. And set the pc bios to boot from usb before hdd. Then when you want to boot Fedora you just put the usb key in before you start the pc.

Re do the install and follow this and see if it helps. Grub might not be installed correctly. Is Windows starting up instead??
