As far as I know, the wallpaper settings for Gnome3 are currently somewhat limited. (Fedora 18. Gnome-shell 3.6). I don't think you can center/tile wallpapers at the moment. You need to create an image that's right for your screen size and select it. The wallpaper UI doesn't let you browse your disk to select wallpapers either. You have to open the image in shotwell and then use the file menu to set it as your background

Here are the Gnome 3.8 release notes. 3.8 will be in Fedora 19. I don't see any mention of wallpapers though.
