I ran into this same problem. The solution for me was to download the tar file version.
Installing using the plugin tar.gz:

Unpack the tar.gz file. Once unpacked you will see the following:
libflashplayer.so
/usr
Identify the location of the browser plugins directory, based on your Linux distribution and Firefox version
Copy libflashplayer.so to the appropriate browser plugins directory. At the prompt type:
$cp libflashlayer.so <BrowserPluginsLocation> Copy the Flash Player Local Settings configurations files to the /usr directory. At the prompt type:$ sudo cp –r usr/* /usr


Then open Firefox and verify the plugin is enabled.
