Very slow performance on RPI3

I just installed Fedora 25 on a Raspberry PI 3 with a 32GB class 10 card. Doing anything is painfully slow. Any command I type in the CLI takes a couple seconds to respond. A "dnf upgrade" took all night to complete. All the new rpms downloaded very fast, the upgrade/verify part is what took forever.

Last time I tried Fedora on a RPI was version 23 on an RPI2 and it was much faster. Is there any special configuration to be done for Fedora 25 so it speeds up? I also noticed that load average even when it is idle is over .5 and during the upgrade it went over 6.

Please try a different SD card. I've had good luck with Samsung EVO/Pros. Every SanDisk branded one i've used has failed in a quick fashion. The last one I tried was also increadibly slow... I attempted to xzcat the Fedora25 minimal image over top of it and it wasn't done in 45 minutes, where copying to a Samsung is done in less than 10 minutes.

On a side note, I also used Fedora 23 docker image on my Pi and it was stable as can be. I just upgraded it via DNF to Fedora 24 and it worked mostly except I had to pull power on it to get it back on the network. Still using the latest 4.4 kernel provided by rpi-update - not sure how that is going to affect stability as all the packages i'm using are meant for 4.9.
