Fedora 25 very slow and laggy

I admit my laptop is from 2011, but it's a dual core AMD 64 and windows and Mint run fairly well on it. I did a fresh install of F25 with Gnome 3.22 and updated first thing. It is SLOW. Web pages, the desktop, and everything is laggy. Are there things I can disable or tweak to improve performance without buying RAM for an aging laptop?

Welcome to ask.fedora. More RAM may well help, but you have to remember that Gnome is a notoriously resource-intensive DE. You'll probably do better with a more lightweight DE such as Enlightenment or Xfce. In any case, you can at least use system-analyze blame to optimize your boot sequence and cut that down.

systemd-analyze blame actually.

I'm sure he can live with a long booting time, his problem is a nonresponsive desktop. Graphic driver maybe? Post here your hardware specifications (lspci at least), you might try disabling desktop effects/compositing. I resurrected a much older desktop PC with only 1GB RAM and a low-end gpu (ATI R300 I guess, OpenGL 2.0) which is now running Plasma 5 smoothly (KDE Plasma!!! A notoriously bloated and resource hungry DE....)

My thought is to get rid of anything unneeded that might slow down the box, and some of those start at boot. Also, if you ditch Gnome, you can also get rid of gdm and all of its bloated dependencies.
