I have a dvd with Fedora 23 I want to install. Can I upgrade to 25 and skip 24? And Is there a way to upgrade while installing the system?

Why do you install it with the DVD and not create a new install medium with Fedora 25? All packages must be downloaded as well, so I don't think bandwidth would be a problem here.

@mithral is right. Just download Fedora25, write the iso as a bootable USB thumb drive and do a clean F25 install.

Generally speaking, it's safe to skip one version, as you're suggesting, but not more. There are times, such as when systemd became an integral part of Fedora or when there was a major reconfiguring of the directory structure that it's not a good idea to skip the version where the change is made, but this isn't one of them. Alas, however, you can't upgrade during installation. My suggestion would be to install F23, make sure that it works and then upgrade to F25. Don't even wait to update your system before the upgrade, because you're just going to be installing the newest version anyway. Good luck, and please keep us informed.

I would at least update the dnf plugin that is responsible for the system upgrade: sudo dnf update dnf-plugin-system-upgrade
