installing development tools for packaging

The wiki page https://fedoraproject.org/wiki/How_to_create_an_RPM_package">here,about creating an rpm suggests installing "core" development-tools , to create a rpm package.

yum install @development-tools

which i think is an overkill (or insane bloat) , it installs almost quarter of all the perl libraries,header files for all possible programming languages , it installs subversion,bison and a lot more.

do i really have to install all these things to create a .rpm file? i apologize for being so untrusting and cynical , but i don't get it!

It is not strictly required but in practise, it is useful to install because those packages are often build time dependencies for many software.
