Create Fedora-23 PXE bootable image

Hi all I need to create a Fedora image that can be booted via PXE. On Debian I used debootstrap to create a container and the chroot into it to "populate" the container with the needed packages. Now I need to do the same with Fedora 23, but I don't know what application to use. I have tried both: - systemd-nspawn - supermin but in both cases I wasn't able to configure the system after chrooting into it (in particular services and network).

Do you know what is the best application to use in this case and how to use it?
