If you want to reinstall it download the iso from http://getfedora.org and go to the installation process, the anaconda (Fedora Installer) to reuse your current Fedora partitions. Now the big question is why you need to reinstall or why you think you need to reinstall?

What is an “OP system” in this context?

You can reinstall Fedora packages from within Fedora with the dnf reinstall "*" command.

If you want a full reset, then your best option is to grab a fresh install media from the Fedora website.
