Updates available while downloading system upgrade

Running Fedora 25 KDE Spin.

I had done:

sudo dnf upgrade --refresh

And was doing:

sudo dnf system-upgrade download --refresh --releasever=26

The total download is around 2 Gb.

When it had downloaded around 200Mb, there was a notification 'Updates available'.

So, I interrupted my system-upgrade command and did:

sudo dnf upgrade

All went well and when I resumed

sudo dnf system-upgrade download --refresh --releasever=26

It started downloading from scratch!

Now, it has downloaded close to 1.8 Gb and I got another notification 'Upgrades available'.

Do I have to go through the same rigmarole again and again and again?

I would in this situation continue downloading and finish the upgrade. The update to f25 would probably then become irrelevant anyway.
