AMD R9 380, Fedora 26, kernel 4.12.9, xorg-x11-drv-amdgpu 1.3.0, MESA 17.1.7, LLVM 4.0.0, all latest updates. glxinfo | grep "OpenGL version" outputs OpenGL version string: 3.0 Mesa 17.1.7. Why? How to configure for OpenGL 4.5?

Both outputs are correct, it's just a matter of interpretation. glxinfo | grep "OpenGL version" returns version of compatibility profile (in bold below), while most of the time you're interested in supported Core profile.

OpenGL: renderer: Gallium 0.4 on AMD TONGA (DRM 3.15.0 / 4.12.9-300.fc26.x86_64, LLVM 4.0.0) version: 4.5 Mesa 17.1.7 (compat-v: 3.0)

If you check entire output of glxinfo, you'll see all OpenGL capabilities of radeonsi driver on your GPU, including 4.5 as max supported core profile.
