26 Workstation not booting on Raspberry Pi 3

I followed the instructions on https://fedoraproject.org/wiki/Architectures/ARM/RaspberryPi?rd=RaspberryPi#DownloadingtheFedoraARMimage to install Fedora 26 to an SD card. The only thing I didn't do was plugging in a keyboard into the Pi before booting. The checksum of the download is correct.

Those instructions refer to the official Windows instructions, where I used Win32DiskImager.

When trying to boot I get nothing but a steady red light and no display output.

Windows disk utility shows the card as one 7.35 GB RAW partition.

On a side note, I can wholeheartedly recommend Ask Fedora to not try to parse markdown while at the same time trying to parse a URL.

Turns out that the wiki had incorrect instructions. What it described as "the image downloaded" was in fact not an image, but an archive. After extracting it and writing the contents I could boot the Pi.
