Are Fedora packages build automatically?

I see that Tomcat9 is not in the official Fedora 26 repositories and I was wondering, are these packages build manually by some maintainers, or is there a automated process?

Looks like Tomcat 9 is not yet part of the Fedora software repos because it is still in beta stage.

You can find all Tomcat builds here.

All packages are added manually by some maintainer, for each release there are automatic task test and regenerate packages, but if a new version of a package is out maintainer must build and review the package in order to be included. Hope this help.
