Which greeter? I have an answer for lightdm, but that would not help with gdm.

First: install lightdm-gtk-greeter-settings, if not already installed.

Then run

pkexec lightdm-gtk-greeter-settings

Select Panel and enable Redefine indicators. This allows you to re-arrange the control buttons in the greeter. I am not sure if you need to modify something and click on Save, but I suspect you may have to. You can move one item up and Save, and then move it make and Save again.
