Upgraded a few months back from F25 to F26 and investigating why http/2 is no longer working. There is this message in the error log file for httpd.

[http2:warn] [pid 747] AH10034: The mpm module (prefork.c) is not supported by mod_http2. The mpm determines how things are processed in your server. HTTP/2 has more demands in this regard and the currently selected mpm will just not do. This is an advisory warning. Your server will continue to work, but the HTTP/2 protocol will be inactive.

This post indicates httpd configuration is in a transition.

To get this to work I can change 00-mpm.conf and install php-fpm.

What other changes do I make to 15-php.conf? Anything else need changing?

Default provided configuration files are designed to work "out-of-the-box", simply use them (see .rpmnew files)

You only have to comment the LoadModule directive (in 15-php.conf), so mod_php won't be loaded, and thus FPM will be used instead.
