fedora27 rpi3 64bit, setting regdomain and DHCP lease renewal Problems

Hello, I have installed fedora 27 64bit minimal on rpi3.

I needed to install additionally ntp (dnf install ntp) and langpack de (dnf install glibc-langpack-de)

One of the problems I have is setting the regdomain to AT so that I can join my wifi on channel 13.

  1. I tried to set via iw reg set AT but it doesn't change; reading it back with iw reg get returns global country 00: DFS-UNSET and scanning for wifi networks returns a couple of nearby wlans but not mine witch is on channel 13...
  2. I tried via setting options for the cfg80211 kernel module (this is how it works when using 32bit raspbian). I was able to set the parameter via /etc/modprobe.d/cfg80211.conf and read back via cat /sys/module/cfg80211/parameters/ieee80211_regdom but iw reg get returns still DFS-UNSET and my wlan is still not in the WIFI list...

The other is even more important: dhcp lease renewal leads to an unstable networking connection:
