This questions seems hard to answer. Do you want a few server services running on top of your Workstation or do you want to remove the entire Desktop Environment and its apps and run a text-based server (with the services that come with a default server install)?

FYI: The core OS and kernel of both Fedora Workstation and Server are the same! Just the installed packages are different by default but you can install any server package on top of your Workstation.

Basically you have two options: 1.) Remove Gnome (or whatever DE you are using), and install the missing server services or 2.) reinstall using the Fedora Server image (or even better the netinstall image, which lets you select what type of packages and services you want installed)

If you want a clean server install with no DE, I would go for 2.) and reinstall

For option 1, I'd also recommend installing fedora-release-server package instead of fedora-release-workstation, since it can change some default configurations too (e.g. default firewall configuration is different)
