dual monitor - order reversed in F28

When my system boots, lcd1 is used as the primary screen. If I boot into Win 7, lcd1 is my primary monitor and lcd2 is my secondary. When I boot into Fedora 28, lcd1 is the primary boot screen until I am logged in. Once logged in, lcd2 is the primary screen and lcd1 is secondary.

I have adjusted the displays to reverse the order, however the applications still treat lcd2 as the primary screen. When I plugged my Spyder 4 in to calibrate the screens, the target showed on lcd1, but lcd2 was the active screen being calibrated.

Is this something that can be corrected in a configuration file or is it a bug?

In the new display settings dialog, you choose the primary display below the area where you arrange the order, click the "Primary Display" text field to choose. The GDM login screen doesn't seem to care, but that's fine by me.
