How do I disable mouse scrolling in Fedora 27?

My mouse is a broken and sometimes it randomly scroll while I'm using it. I want to fully disable mouse scrolling to prevent this. However, if possible I'd like to retain scrolling using my laptop's touchpad.

If this isn't possible is there any way to reduce the scrolling speed?

If it's the scrolling mechanism that is broken (not electronics), I'd rather remove the wheel. Most of the time there's just one screw on the bottom of a mouse keeping its case together. Inside, if you don't see obvious way to fix it, remove a spring holding the wheel to release it, that's all.

Software workaround would have to be re-applied for every user, system and computer.
