The most stable Fedora is always the oldest, still supported release. That is currently F27. If you want to deal less with upgrading, consider CentOS.

Welcome to ask.fedora. Currently, the most recent version of Fedora is 28, and only the most recent two (27 and 28) are supported. It's never a good idea to skip more than one version, so to upgrade from Fedora 20 to a supported release would take at least four upgrades. As each upgrade is done while your computer is otherwise unavailable, that would mean four outages of several hours each, assuming that nothing ever goes wrong. Candidly, your best bet would be to back up everything you need to save, do a fresh installation of Fedora 28 and restore from backup. (If all of your data is on /home and that's on a separate partition, you can save considerable time by using the same partition without reformatting it, but you should still do a backup first.) Of course, you'd also need to re-install any software you have that's not part of the standard installation, but at least there'd only be one outage instead of four. I wish I could give you a better answer, but there really isn't one as Fedora doesn't have either a rolling release or a Long Term Support version. Good Luck, and let us know if you need any further help.

Especially that there is no dnf available in fc20.
