Welcome to ask.fedora. Alas, it's almost impossible for anybody to help you right now because you've given us nothing to work with. Please edit your question to tell us if your computer can connect to other WiFi, and if not, if you've made sure it's turned on.

Also, does ping 8.8.8.8 work?

Yes it can connect to any WiFi...

Good! that means that the WiFi works. Next, try that ping to see if you can reach another site by IP address. If you get responses, your next step is ping mit.edu to see if you can resolve DNS. (The idea here is to narrow down the possible problems as best we can before making any changes.)

in this condition you need to check DNS nameserver , whether your computer wifi is on / off and whether your computer wifi device works with other wifi network etc ... when you connect the wifi ( Hotspot ) it will show device name or mac address of the computer wifi device in your mobile wifi settings like if android device than generally it shows in your personal hotspot section check this first ...

now check the IP address of your mobile phone ( it is generally can be found in settings --- about phone -- status ) and ping that ip address from the system , it will work and will respond the request .. now ping any public dns nameservers which is used for cache service it may be your ISP DNS or may be like 1.1.1.1 or 8.8.8.8 etc . ping it ,, do you got any response , if while sending ping request to 1.1.1.1 or 8.8.8.8 shows can't reach the destination or similar message than you have a dns setting error in wifi or your wifi connection can't make a way to reach or communicate with the dns nameserver ... ( in case you have active internet connection on your cellphone ) .

as well as contact your service provider for the correct and default APN settings , get the correct APN setting or manually create a APN profile in your handset and restart the cellphone

try to connect through wifi using a different mobile phone

post your response

need these information from your side

Model and make
Your cellphone OS type ( android / iOS / windows / java / symbian etc etc )
two snapshot of your mobile network connection details from section personal hotspot ( where you have the list of connected device ) and Your IP address details of phone
wifi hotspot security section details , if any
APN profile details

try to check if there is any MAC filter setting is on or set to deny

follow the intruction mentioned above and try to fix IP conflicts or error , this happens

Dont forget to check IP address of your computer and your Phone there might be IP conflict to

here whatever i have mentioned is to reset the network settings so that you get a default setting which is needed for a working internet connection

even if you call to your cellphone provider care , they will also guide you with the same ...

It is the problem with the computer software not the mobile
