Went through the process of attempting to upgrade...

System gives a normal grub menu with only f27 kernels showing. I pick the top one, I boot into my original f27 system.

dnf system-upgrade reboot

Error: upgrade is already scheduled

So when will it happen?

I can't start X, is this necessary for the upgrade?

No, you don't need X for this because if you were in X, you'd have to open a terminal to do this anyway. You might want to run atq to find out if there's an at job for the upgrade, and if so, you can either wait, or use atrm to get rid of it.
