You have already the required drivers in kernel module but as in log Sep 10 23:56:02 surya007 systemd[1]: Failed to start LSB: Bring up/down networking. it shows you have miss-configured something in your side , .. we need more info .. Or simple stop and disable the network.service than fully reinstall the intel wireless driver , wpa supplications and restart the network service . it is not kernel bug ..

I got the solution for this problem. This problem usually occur in HP laptop (BS / BH series). The follownig cmd used for solve the wifi problem.

You can find <> using lspci | grep Wireless. Afterwards, execute the following lines of codes in your shell:

You will need to install "make", "gcc", "kernel headers", "kernel build essentials", and "git"

# git clone -b extended --single-branch https://github.com/lwfinger/rtlwifi_new.git
# cd rtlwifi_new/
# sudo make install
# modprobe rtl8723de ant_sel=1
# modprobe rtl8723de ant_sel=1
# vi /etc/modprobe.d/rtl8723de.conf
options rtl8723de ant_sel=1 - to add this line in conf file
# init 6

afer reboot the system you can see the permanent wifi option in your fedora.

this is for realtek chips not for all , it is developed by kernel realtek driver module developers Lary finger ,, Not applicable for all, the Op talking about non realtek wifi module, you have suggested a wrong thing , realtek and intel wireless devices are not same ...
